Chimaera getting cd increased?

Since 2.0 I have had 2 battles now where Strategic Dominance has a 1 next to it, I call a reinforcement that turn, and next turn SD is still at 1.

Ohhhhh, just read it again and saw it increases cap ship cd by 1, thank you.

Not in this case, but Phantom (I think) now can increase cap ship reinforce cooldown when it reinforces.
