Not sure about that. Giving + Speed to everybody will always be beneficisl even if we use other meta such as stun or crowd control. When a squad of character becomes meta, you can expect a lot of mirror matches. And in a mirror match, if your mirror shots first, you have a problem.
Unless they unleash some leader ability incredibly OP, speed is always going to be great. Specially of you don't have to use subpar chars just because they belong to a faction
