I take it you have done the upgrades in the last few days? Your upgrades to characters are locked in GA at the end of the join period. Any upgrades you make during the event are not applied to the characters.
Did you add gear to him recently? GA takes a snapshot of your roster once the preview phase ends. Changes to your characters after that are not reflected in GA.
