Starting turn meter bonuses vs speed

I am no good at calculating this stuff I tried before and got it all wrong.

How does starting turn meter vs speed work? For example.

A character has 310 speed but starts on 0 turn meter, bb8 for example has 280 speed but starts on 8% TM (due to being in a team with r2) who would go first?

And what’s the calculation based on.

280 / 92 * 100 = 304, so that 310 speed character goes first.

BB8 will have 16% TM, 8% each from R2 and himself.

280 / 0.84 = 333.3. BB8 goes first.
