Unavailable Toons

I've searched the forums and couldn't find anyone else with the issue so I'm asking here:
I found two (I presume) glitches recently. 1. Han Solo was not an available character to use during the marquee events. 2. Arc Trooper was unavailable to use during this Territory War (prerequisites reached).

Is this WAI or a glitch I've come across in my game? My son and I each have an account and while I couldn't validate the Arc Trooper because he doesn't have him, neither of us could our Han Solos during the marquee. Not a big deal for me but Han Solo is one of his best toons and he struggled in the marquee.

I would imagine Han's "Shoot First" interferes with the marquee round instructions and the bonus turn the marquee character gets. Wat Tambor isn't available either, and he also takes a bonus turn at the start of battle.
