How to get Padme 5*? Please help

So, I have 5 separatists 5 stared and thought I can get Padme, but I can't. Do I have to be lvl. 85? Why can I unlock Thrawn or Palpatine even though I don't have 7* rebels?

You have to be level 85. It's in the "prerequisites" tab. It's the same for several, but not all, of the legendary events in the Journey Guide.

Edit: the only events not locked by level 85 are Yoda, Thrawn and EP for anyone else stumbling upon this thread.

Thank you. That is the stupidiest thing they could have done. The event is not coming back is it? That way I could unlock her and wouldn't have to wait until I am lvl. 85

The event is permanently available once you reach level 85. It is no longer a recurring event. I don't know their reasons.
