So I’m a little confused I know you need 5 characters to unlock sith ternal but after Vader,Palps,Sidous,anakin what am I missing do you need maul and doku unlocked to access the Tir 1? Let alon everybody else?

Look at the prerequisites tab. You need:
Admiral Piett Relic 5
Royal Guard Relic 3
Darth Vader Relic 7
Emperor Palpatine Relic 7
Director Krennic Relic 4
Count Dooku Relic 6
Sith Marauder Relic 7
Darth Sidious Relic 7
Darth Maul Relic 4
Imperial TIE bomber 6* Star
Jedi Knight Anakin Skywalker Relic 7
Grand Moff Tarkin Relic 3
General Veers Relic 3
Colonel Starck Relic 3
Grand Admiral Thrawn Relic 6

You need to meet all these requirements before you can enter the event. You'll not get past 5/6 on the page you are looking at until you unlock Sith Eternal Emperor by playing tiers 1-3 of the event multiple times.
