Does the +health really work the way it sounds like it does in the description?

his max health bank is increased by a full 30%?

so if traya is inflicted with 4 debuffs at once, does nihilus gain +120% health?

The debuffs would be treated separately rather that stacking I think, which is actually better.

Nihilus has 100k health for easy maths. In your four debuffs scenario it would go:
100,000 x 1.3 = 130,000
130,000 x 1.3 = 169,000
169,000 x 1.3 = 219,700
219,700 x 1.3 = 285,610 max health.

Rather than 100,000 x 2.2 = 220,000 max health.
