This is actually a serious issue. I get that CG wants to turn most of the disks to crap and get rid of lots of good ones so that overprepared XVII teams smash players more. Okay, whatever. But this problem makes it a bit easier for players to get stuck with crap disk nodes, and if a player's disk selection is too bad, then a lot of accomplishments in conquest are no longer possible--and that means that even a try-hard player may try to refresh to clear conquest, but then will stop halfway through because it's pointless and higher boxes are impossible.
Which is a really stupid outcome and not really good for anyone.
Beyond this is the distribution. I had booming voice on the first conquest 7 on the sector 1 boss. Then a few hours later we restarted and booming voice was my final sector 5 reward. I picked up a leaders resolve in sector 2 last time. I have not seen it yet as I work my way through 4 looking for useful disks when I inevitably have to go back and fight 14 smuggler battles, 14 NS, 14 Mando….
With the level of insanity conquest is at, when it comes to these discs, Sectors 4 & 5 final disc selection should be all purples. Even if they are duplicates, so what, at those levels they should be purples, not one dot grays. I got a purple in sector 3, but sector 5 the options were two blues and a green.

You could argue that, but I sense the more likely reasoning is to force players to spend money on upgrading more squads in an effort to get through Conquest. Between that and the GL God tier, it makes sense.

well as usual CG misses completely in that attempt. I was going to give this Conquest a chance. After getting the same disks on so many nodes I no longer even have an interest in finishing it.
