No, it's a default value until the client can fetch the actual values from the server. It's also been around for a long time.

It also takes you through to the pay screen before telling you the price, which is not an ethical sales strategy, imo.

It's not a sales strategy. The OPs client is out of sync. If the game doesn't know where they are it can't provide the correct price for the country which they are in.
