I imagine this wont take effect until the next daily reset. If someone completed the daily for 100 already, they get screwed out of 100 tokens. I would guess the same with arena prizes.

the daily reset occurs at different times all around the world though; I wouldn't think they'd stagger the release based on personal time zones would they?
There's no way they'd push the update out without being at work to fight the inevitable fires. It's 6:40am PST. The Devs are still asleep.

My guess is that it is set in the update that the arena daily and the rank prizes will update on each client at the next reset. I dont really see the timezone as a problem. They dont need to send out an update per timezone or anything.

It may be pre-patch prep that was pushed via scheduler.
First place price for arena is still the same and the daily achievements still listed at 100
