In my squad I have:
20 = 7*
7= 6*
11= 5*
14 = 4*
9 = 2 or 3*
51 of these characters are gear level VII or above = all of which are lvl 70 or 71 (and climbing)
my player level is 79 (8200 from lvl 80) mostly F2P
