Actually I think he will. I think he will get both the Sith bonus and the Empire bonus under Palpatine lead.

Vader and Palpatine will get both since it's a different bonus for each.

Both Hans and Lando only benefit once from a Lando lead since it's the same bonus and it simply states Rebels and Scoundrels get this bonus.

STH only gets Lando lead bonus once
Just faced a 187 speed STH under lando lead and he did not go before my 213 speed rex

It's been tried and verified by several people and shown in videos across the forum - both Palp and Vader get TM and health from debuffs.
