Yes. The game is bugged on node 12. It makes computer generated teams/toons that are all leveled but usually not starred or geared properly. Similar to the way it generates allies. I don't know why you blacked out the name. This isn't a hack or something devious.
That is a computer generated node, so you can fight that character just as you can probably already use it as an ally. No one has him yet, but he will show up as a 3* scrub anyway.

If they are in the game then they are available to the AI to generate. If you don't sim battles you should be able to pull him up on occasion in your available loaners. This has been true since the start of the game.

Gotcha....Have been playing since last year but this is the first time I have seen an unavailable character show up like that.
I pulled my top whale on the 12th node. Verified that he didn't have that comp in arena then and then he logged on Reddit after hearing about my post and indicated he couldn't even remember running that comp before.

And his stats aren't all that amazing, 70% chance for turn meter and if he dies all allies get turn meter.
He has a taunt for 2 turns, his health pool is almost as high as RG.. but nothing really inspiring. Almost like a combo if STHan and RG had a kid.. (ok no gender neutral comments)
Yep I got one too. He's a(nother) rebel with a taunt. Interestingly the also seems to be an AoE attack.

The character is in the game hence how he is in the character list. He just isnt able to be attained yet... However he can be randomly generated by the game

There is plenty of evidence that they are not arena teams nor are they teams generated by the person who owns the account.

But what is interesting is Rey is resistance..... so now they get a taunt with turn meter .. on Rey.. oi vey!
