There are different lvl categories to make it fair so lvl 45 player will never meet a lvl 55 player for example.
In an effort to stop people from complaining about unfairness.
To the complainers I say " life will never be fair, get over yourself and give a homeless person some food "
So if you are level 80 you are screwed if you aren't too 10 in your shard. Do we know if you get participation rewards or not. Not saying I would want them but it seem like this would only help lower level players and the top tier players. Most middle players seem doomed to never get ShoreTrooper if he is only available to the winner

From the datamine info, there are multi tier rewards. Of course shoretrooper shards and character will be top notch rewards. For now, no idea really.
I am currently level 57. I meet the requirements for my bracket: 12 characters with Lvl III gear
What is the requirement for the 60-69 bracket? And to make this thread more generally useful, post the requirements for other brackets, and I'll keep this post updated.

30-39:
40-49:
50-59: 12 chars at gear lvl III
60-69:
70-79: 15 chars at gear lvl V
80: 15 chars at gear lvl VI

Probably not arena power but power of top toons, much like GW. I mean, I'd put in a bunch of scrubs for my arena team during the tournament if I got a favorable seed.

If i'm lvl 80 with power > 40,000, i'll be lumped in with the whales! How's that fair?!??!
