I have a question about mods sets. If I have all of one type of mods and they are all maxed out how come I don't get the full set bonuses ?

Depends what type they are. Some require 4 for a full set and some only 2

Go in character screen - click on mod manage and bellow mod slots there is icon/s - "Set Bonuses" - click on icon and you will see it all

If you click on that icon you will see that speed mods requires 4 mods for bonus...some other require 2

But you need 8 of them to get a second bonus. And there's room for just 6. So remove 2 useless speed mods and add 2 health/potency'tenacity/defense mods and then you'll have another bonus.

You can only get one set bonus from speed mods since the bonus requires 4. Best to use 4 speed mods and then fill the other two slots with a type that only requires 2 for a set bonus.
