Raid Reward Counter is Broke

Not sure who else to address this too, but the raid reward counter/timer is so broken.
Over 2 months ago myself and a few guild mates 'jumped'/helped out our sister guild clear its first heroic AAT and then immediately went back to our guild. (probably 5-8 of us)
Since then, we have been locked out EVERY. SINGLE. WEEK.
This is of course without hitting the max allowed raid rewards per week (according to capital games rules/restrictions on Raid Jumping/rewards)
At first we assumed it was just a rolling timer/counter issue and it would go away after 3-4 weeks tops.
I.E. if you max coin everyday (like we do), you can do a 3rd heroic AAT every 3rd week. Without a rolling 3 week counter a guild could hop every week for that 3rd AAT (which shouldn't be allowed).
Same issue with heroic Pit. Locked out EVERY. SINGLE. WEEK.
So the issue is, our guild can never do the extra 1 raid allowed every 3rd week for AAT, and can't do a 4th Pit raid every other week (approximately).
Please fix or direct me to whom I need to speak with in CG to get this fixed.

This has been incorrect for months now, and we have not left the guild in a span of 2 months since helping out our sister guild.
It even persisted through the new year...
