I assumed since introducing all those debuff heavy and dependent characters that tenacity (mods) would play a more prominent role in the arena. Seems I was wrong.
To illustrate: I am on a relatively young shard (Lvl 78) and am trying to fight my way into the top 10 every day. I have the wiggs/ST Hand/Lando/Boba Combination. My ST Han is on of the fastet in the Top 20, but can't outspeed a fast boba. So I applied some tenacity mods on him (got him to about 68%), face the team with the fast boba (which has a 25ish % Potency) and tried my luck. He blocked my ST Han. Ok, bad luck, try again, ....
Long story short: I Was curious, refreshed with crystals and tried it 8 times against that team. My Han didn't resist once!
So how exactly does tenacity work? If it is 25% potency vs. 75% Tenacity I would have assumed that one out of four debuffs would land?

So from this thread I gathered: defenders tenacity - attackers potency = actual chance of the debuff not beeing resisted? With a minimum of 15% resistance of course.
That should be added to those 15% imho...
I felt the same way. So in short: Right now I am better off with feeding my ST Han health set mods than tenacity?
The 15% is not added because it is not tenacity it is the min chance to resist hard coded in the game so even if you have 30% more potency than opponents tenacity they still have a 15% chance to resist.
With tenacity down there is still 15% chance to resist.
