Not a typo. final tier you run the unlocked toon with his aligned team against the opposing team. So tier 3 empires demise you use palp and any otehr 4 empire toons against a rebel team.

Looks good so far. I'd suggest, like others have, 7* the 5 you have and get them to gear 9 before choosing a new faction.
Get Sabine for the sith raid phase 2. phoenix are useful for P2 of sith raid.
