Yeah, I noticed that too. This seems like a character without a home. I guess you could use him with all the horrendous Galactic Republic Jedi as a back wall TW team or something.
1) Ok at the beginning of ROTJ Luke is going to Tatooine to get Han and Leia and Chewie, BECAUSE THEY ARE HIS FRIENDS. It has nothing to do with the rebellion!!!
2) But then what does Luke do, does he go meet up with the Rebel Alliance? NOPE. He goes back to Dagobah to meet with Hermit Yoda, where he's been hanging out for a while anyway while the Alliance has been dealing with the backlash of the Death Star that Luke blew up not because he was a Rebel, but because IT WAS REVENGE FOR DARTH VADER KILLING OLD BEN THERE, AND OLD BEN WAS HIS FRIEEEEENNNNNND!
3) So Luke is blowing off the rebels, and Yoda tells him he's got to go face Darth Vader to get over his daddy issues and finish his JEDI TRAINING (see, he's a Jedi) and defeat the Empire. NOTE: Not join the Rebels, but DEFEAT THE EMPIRE. There's a big difference, lots of people fought to defeat the Empire but did not join the rebels.
4) So then Luke hitches a ride with the rebels to Endor but does he actually help them blow up the second Death Star? NO. He just waltzes straight over to the Empire base and gets himself captured so he can settle his daddy issues. So at best, he kinda sorta briefly distracts the Emperor and Vader from the Rebels, much like they might be distracted from the rebels by a particularly undercooked piece of chicken in their dinner that keeps them on the bacta throne all night, know what I mean?
5) So basically black-clad Jedi Luke hangs out with the rebels even less than Old Ben does, which is apparently the threshold -- hang around with a few droids that belonged to one rebel lady for like, 3 days and boom, you're a rebel. Black-clad Luke only spends like 1 day at Jabba's palace with the rebels, and then another few hours flying in to Endor. Totally not a rebel. He just hangs around them occasionally for the friendship and only fights the Empire because of his daddy issues.
Guess that goes along with "the last jedi" herself Rey not being tagged a Jedi..... unreal.
Ya dude rebels are already a strong faction add him and they are gonna be top 3. He is actually incredibly well balanced and should be an Amazing audition to the game making you have to pick and chose what chars you put into which team

Its probably a balancing reason, they probably don't want to just beef up the Rebels similar to how they don't want to just beef up Old Republic Jedi. They want Jedi Luke to have his own squad that takes away from fewer squads. Padme squads may suffer but due to the amount of galactic republic and jedi characters in game it leaves plenty of room for theory crafting
If JKL was a Rebel, just like if he was able to work with OR Jedi, he would be able to challenge the GLs. He's tailor made to utterly displace every meta team except the GLs, it's blatant pay-to-win bull.

In their recommended synergies, they suggest GK, GAS, and GMY, which pulls from 501st, Padme, and JKR squads. Their grand idea is to split up 3 great teams and shove everything under a squad that will, by their own design, be unable to counter GL’s. The only theory crafting to consider is whether to go for Rey or Kylo and leave JKL in the trash.
So based off the developer insights...we are supposed to cannibalize other squads to make JKL work. And...they aren't even from his time period to make any sort of continuity argument. Why not give him the Rebel tag to expand our options and make use of characters collecting dust? Ultimately without a Rebel tag its not really giving us much to play with here.

Or like I said, try theory crafting. Nobody is forcing you to take those toons away from their respective squads. There are a handful of non GL squads that can step up against GLs just fine
The rebel tag makes more sense than a Jedi tag. Luke fought with the rebels, he just kinda learned to be a Jedi and didn’t know anyone besides Old Ben and Hermit Yoda.

Because CLS, Han, Chewy, and R2 are amazing rebels and one OP rebel away from being meta.
Power creep has basically killed any chance for them to create any meaningful Jedi or Rebels, again which is why JKL excludes the Old Republic Jedi, which doesn't mean jack because he can still be used under JKR.

You decide to bring Jedi Knight Luke but he somehow doesn't sinergy with half of the good jedi and zero sinergy with the rebels.
