The list can and has been provided in the past prior to the update.
Just get ready for much worse and useless requirements with the next batch. The first ones were actually not that bad, Master Luke ones are even very good (except for JTR). Palp, Vader and Piett are very good, RG and Krennic are trash though.
I'm expecting FB Luke level of trash for Master Luke aswell as Stormtrooper or Sidious for Zombie Palp.

Don't think they need to push a full content update to add the requirements as visible.
There is no functional difference between the two. A content update is just a larger planned update with new stuff in it, and a hotfix is a smaller, generally unplanned update with some quick bug fixes. Both require a client restart.
However, when they push the next set of requirements, they will call it a content update, because that's just the verbiage they use.
