Turn meter reduction goes thru the potency tenacity roll so yes SThan's passive is affected by potency. However, even with going against a palps lead my SThan's passive still lands often enough and he has like 40% potency.
It's interesting that STH has 26% base potency, while his alter ego, for whom potency is essential with his Shoots First, has 12% base. I suppose it's all part of balance.

I've seen the rancor resist it.
Try using tenacity up and have your team hit Han, you'll see "resisted" popping up next to your squad
