It's so funny I just started farming a team to have Teebo lead now adding CC seems like a good fit.

So if you have Chirpa and the other three ewoks everybody is hitting the same target at the same time while the ewoks have a plus 10% modifier to basic damage. Not bad for a little furball!
With so many characters to grind from Cantina (Barriss, Dooku, GS, JC, Kylo) and the recent chromium only characters additions such as Lando and Old Ben, would Chief Chirpa be worth the farm?
For me, unlocking a new hero is more fun than getting an existing hero to 6 or 7*. That's how I play, anyway. Just want to gear them up a little, level them to 30-40, and play with them. Then, go back to farming the big guns.

Same, I like to try new heroes out by mid levelling them and gear them to 5-7 depending on what mats are available and test those new abilities in challenges where main team of 4 other characters are enough for completion.

I used him as a helper in a high light side battle. His high was low, but he made it to the boss round, and his speed up buff for allies made QGJ, Asoka, Anikin, etc even more amazingly fast.
I'm very interested to see how his turn meter and Elder's turn meter will speed up the team. Sounds like a deadly combo, not sure if it will play that way.

If you are F2P or new, Chirpa will be a detriment to your success.
