As @HUSKARL stated previously, Han will be a lot less effective than QGJ. However, if you don't have Ewok Scout (ES), he may still be useful to try in a comp like Teebo (l), Rex/Elder, QGJ, Phasma, Han, until you get ES leveled and geared. If Han doesn't work, then switch to a DPS configuration like Teebo (l), Rex/Elder, QGJ, Phasma, GS/IG-86.
Han has slightly greater potency than G9 Jawa. For Jawa @ 95% potency (50% chance), speed down procs ~50% on the T7 capt. So, it just so happens that w/ capt, potency is approximately the proc rate % w/o accounting for chance (QGJ still gets resisted with 100+ potency so the equation is likely nonlinear or has other dependencies). For example, ES's potency is 60%, however he has 55% chance of TM reduction from the description, so we expect ~33% (0.60 * 0.55) effective proc rate, which is what we measured.
So, Han's effective TM reduction proc rate may be around ~24%, despite higher potency than ES. ES is synergistic w/ teebo and elder, so he gains lots of opportunities to proc. So, per capt's turn, ES has a much higher effective TM reduction rate than Han. Also, worth noting that every time that Han hits capt, capt gains 5%, so on average every 4 hits, capt effectively loses ~10% TM. Whereas with ES, every 3 hits, capt on average effectively loses ~35% TM. It gets more complicated than this because of sequencing, e.g., teebo removes 100%, but you get the gist.
The 30% TM increase on taunt may be useful tactically to trigger teebo, but doubtfully makes up for the loss in TM reduction rate compared with scout. If the taunt CD were 3 instead of 4, like Phasma's VM this would probably be different. TM gain/reduction on damage is not really something we want to depend on.
