He wasn't EMPEROR Palpatine yet, but yeah he was still Palpatine. He was Sheev Palpatine before he was ever Sidious. The guy that said otherwise is wrong, although I wouldn't be surprised if both Sidious and Papa Palps got updates.

Like surviving massive burns and subsequently being almost more machine than man? I would say yes.
Although when it comes to unnatural, nothing beats Darth Sion.

The books were a mess, but the KOTOR games are great. The reasoning why they aren't included in official canon has probably more to do with some inconsistencies between them and TOR, otherwise I don't see any reason why they were cut. Well, aside from Disney having their own plans with the era, but we have seen nothing so far.

Does anybody remember before TLJ, all the chatter about Snoke being Plagueis? Perhaps the hint refers to Snoke, and Snoke alone, because of the massive can theories about him being Plagueis. And perhaps unnatural is highlighted in the hint because the rumors were proven unfounded.

I thought not. It's not a story the Jedi would tell you. It's a Sith legend. Darth Plagueis was a Dark Lord of the Sith, so powerful and so wise he could use the Force to influence the midichlorians to create life... He had such a knowledge of the dark side that he could even keep the ones he cared about from dying. The dark side of the Force is a pathway to many abilities some consider to be unnatural. He became so powerful... the only thing he was afraid of was losing his power, which eventually, of course, he did. Unfortunately, he taught his apprentice everything he knew, then his apprentice killed him in his sleep. Ironic, he could save others from death, but not himself.

The key word here is unnatural. It would be unnatural for the devs to give us toons we actually want. Therefore it's obvious that jango and Jabba are coming next.
