You should be able to get him to 5 stars. The event will last 11 days. Assuming you finish Galactic War each of those days, that's 33 Biggs shipments for a total of 165 shards. Even if he's at 0/30, you'll have enough to get him to 5 stars, and be partway on to 6 when the event ends.
Old ben lead gives evasion to everyone and palpatine lead only effects jedi so doesn't old ben lead still basically do the same thing as long as you don't have jedi on your team excluding old ben?
Ok, since Palpatine is so OP, when are we getting EU Grand Master Luke? Sidious is vicious but balanced well by yoda... this is just... wow...
A realistic Grand Master Luke would have Insta-Kill on every hit, heal for 600% of max health on every hit, and be immune to all debuffs. So, maybe just a normal Jedi Luke from ROTJ would be good.
So I go for Empire characters instead of Rebels and because I did not get Rebels I can not get the Palpatine for the empire -_- that is if this event is going to be what I expect

He has 47% base potency good lord. I guess all you need for him are speed mods then.
It doesn't say. Odds are Shocked will do nothing by itself, but be a debuff that flags the character to activate Palpatine's other abilities.

So apparently Palp's basic does Rey damage (5.5-6k baseline), shocks for 3 turns doing 4k special, prevents buffs, heals, and TM gain. Hahahaha......
This could make tarkin interesting. Increased potency with turn meter on debuffs
You also forgot that he does special damage on his basic. That roughly 15% more damage due to lower resistance on average than armor.
Same rewards as Yoda actually, 500k, 50 crystals and 5 Vader shards.
